Unit for Natural and Cultural Resources, which scope of activity includes especially:

a)      implementation of strategic planning and spatial planning tasks in the following areas:

  • clean air,
  • landscape,
  • cultural resources,
  • natural environment resources,
  • protected areas,
  • agricultural production areas,
  • forest management,
  • mining and geology,
  • tourism,
  • spa treatment,

b)      carrying out tasks related to providing information on the environment and its protection, conducting proceedings as part of environmental impact assessments, including cross-border environmental impact assessments, with particular reference to the area of the Lower Silesian Voivodship.

Unit for Infrastructure, which scope of activities includes in particular the implementation of tasks in the field of strategic and spatial planning within the following issues:

  • transport infrastructure,
  • technical infrastructure,
  • renewable energy sources,
  • retention
  • natural hazards,
  • social infrastructure and services,
  • business activity.

Unit for Settlement Structure Development, which scope of activities includes in particular the implementation of tasks in the field of strategic and spatial planning within the following issues:

  • settlement structure,
  • housing,
  • revitalization
  • public purpose investment,
  • safety,

Unit for Strategic Analyses, in which the scope of activity includes in particular the implementation of tasks in the field of regional analyzes and strategic and spatial planning within the following issues:

  • the labor market,
  • demography and human capital,
  • the economy,
  • social infrastructure,
  • public finances,
  • quality of life.

Unit for Spatial Policy Implementation, which scope of activities include in particular the following tasks:

  • preparing application drafts for studies of conditions and directions of spatial development of communes and local spatial development plans and their changes,
  • preparing draft arrangements for studies of conditions and directions of spatial development of communes and local spatial development plans and their changes,
  • preparing draft remarks for studies of conditions and directions of spatial development of communes and local spatial development plans and their changes,
  • preparation of draft voivodeship marshal's opinions on draft resolutions on the establishment of rules and conditions for the location of small architecture objects, billboards and advertising devices as well as fences, their dimensions, quality standards and types of construction materials from which they can be made,
  • preparation of draft decisions to determine the location of the public-purpose investment and the decision on building conditions,
  • preparation of draft opinions resulting from special laws (acts),
  • keeping a register of issued decisions on determining the location of a public-purpose investment of national and voivodship importance,
  • placing announcements on the BIP website,
  • preparation of draft applications and arrangements for planning studies of neighboring voivodships,
  • execution of extracts from the Spatial Development Plan of the Lower Silesian Voivodship,
  • monitoring the implementation of the arrangements of the Spatial Development Plan of the Lower Silesian Voivodship,
  • monitoring activities of the communes of the Lower Silesian Voivodship in the field of spatial development conditions and directions studies, local spatial development plans and decisions on building conditions.

The scope of activities of the Institute of Territorial Development includes:

  • carrying out tasks in the field of planning and spatial development, with particular reference to the area of the Lower Silesian Voivodship, defined in the Act on spatial planning and development as well as executive regulations;
  • implementation of tasks in the area of development policy, with particular reference to the area of the Lower Silesian Voivodship, defined in the Act on the principles of development policy and executive regulations;
  • carrying out tasks related to providing information on the environment and its protection, environmental impact assessments, transboundary environmental impacts, with particular reference to the Lower Silesia region, specified in the Act on sharing information about the environment and its protection, public participation in environmental protection and impact assessments on the environment and implementing regulations;
  • implementation of tasks in the scope of creating and using spatial information infrastructures, specified in the Act on spatial information infrastructure and implementing regulations;
  • preparing projects of administrative decisions resulting from the implementation of legal provisions in the field of planning and spatial development and other regulations on the basis of which the Institute operates, as regards the tasks of self-government bodies of the voivodship;
  • monitoring of public policies along with the assessment of development in terms of regional and spatial approach;
  • preparing reports on socio-economic development, regional and spatial development along with recommendations for development policy;
  • preparation of projects of policies, strategies, programs, plans, reports, analyzes, studies, concepts, forming the basis for programming of socio-economic development, environmental protection and defining conditions and directions of development policy, including spatial policy;
  • creating and maintaining data sets that create a knowledge base about the socio-economic situation, development processes, the state of the environment and spatial development of the region needed to implement public policies, including development policy;
  • activities in the field of classification and evaluation of investment projects implemented by the voivodship self-government;
  • implementation and cooperation in the implementation of scientific - research and development tasks, implementation of research results with a translation into support for the implementation of development policy;
  • organization and maintenance of cooperation networks between social and economic partners and research institutions, and regional authorities;
  • conducting information, publishing and promotional activities through available media in the field of changes in the socio-economic situation, development policy, environmental protection, and planning and spatial development;
  •  other tasks in the field of socio-economic development, environmental protection and spatial planning and development resulting from the applicable legal provisions.

In addition, due to the scope of works carried out, IRT cooperates with neighboring provinces and border regions of neighboring countries. The widest and most intensive cooperation is carried out with the Free State of Saxony in the Federal Republic of Germany and with the Czech countries.

The activities of the Institute also include the performance of substantive tasks for the current needs of the Board of the Lower Silesian Voivodship and the Marshal's Office (opinions, text and graphic materials, information, reports, editions of studies).
